NRC INSPECTION REPORT 50-528;529;530/98-05

Dear Mr. Levine:

Thank you for your letter of September 6, 1998, in response to our August 10, 1998, letter and Notice of Violation concerning the failure to log the removal of a locking device in the locked valve log. We have reviewed your reply and find it responsive to the concerns raised in our Notice of Violation.

In regard to your cover letter message that indicated that the corrective actions for a 1997

.

deficiency could not have prevented this deficiency, we agree that the corrective actions would not have prevented the craft personnel's misunderstanding.

However, we believe that operators should have displayed increased ownership and questioned whether the locking device would be removed during disassembly.

During conversations with the Director, Operations, we have determined that you have an ongoing assessment of your locked valve and breaker program.

We will review the implementation of your corrective actions during a future inspection to determine that full compliance has been achieved and will be maintained.
