A management meeting was held on Tuesday, October 27, 1992, at the Region V Office, Walnut Creek, California.
The licensee requested this meeting in order to discuss the transfer of Fire Watch responsibilities to the Security Department, and ongoing programs within the Security Department. The Notice of Significant Meeting dated October 20, 1992, is enclosed at attachment A.

Meetina Details Mr. Caudill opened the management meeting by indicating that this
,
meeting was an opportunity for APS to review upcoming changes and recent
,
improvements within the security program at Palo Verde.
I a.
Fire Protection. Mr. Crozier indicated that Palo Verde Fire
Protection Program is accomplished primarily through continuous I
fire watches, and roving fire watch patrols.
In the near future, Palo Verde will implement a plan in which Station Maintenance personnel within each unit will assume responsibility for the continuous fire watches, and the Security Department will assume responsibility for the roving fire watch patrols, i
As proposed, the security officers at each unit will perform hourly roving fire watch tours, in addition to their previously

ass;gned security tours. When a roving security officer observes
either a fire or a security situation, the officer will immediately notify the security alarm station via radio, and temporarily remain at the scene. The security alarm station will then notify the Station Maintenance Department (for fire situations), or the Security Shift Supervisor (for security situations), to immediately respond to the situation.
Prior to implementing this program, the security officers will be provided initial fire watch training.
Fire watch refresher training will be provided annually.

Security Officer Performance.
Mr. Kroll indicated that the duty performance of security officer has continued to iriprove, and that
1 the number of human errors caused by security officers has
!
continued to decline. Additionally, the Security Department's Team-Building program has continued to provide valuable training to all members of the security force.
Presently, 14 of the 18
squads-have received this training.
This training is scheduled to
'
be completed by January 1993.
,
j Mr. K 'oll also indicated that a task force will soon begin a review of all security procedures and post orders. This 8-person
<
task force will work off site for approximately 3 months, and
provide assurance that all regulatory requirements are being l
satisfied.
i Mr. Lumley-summarized Palo Verde's efforts to:- Upgrade the
!
security lighting; replace the security cameras; relocate portions j
of the perimeter barrier fences; and upgrade the perimeter alarm system.

Security Trainina. Mr. Huttie discussed a proposed enhancement to the security training program that would allow security officers i
l to receive on-shift training.
In this program, the training i
instructors will be placed on-shift and, as a. minimum, will provide required annual training for the majority of the required
i critical training tasks.
The majority of the on-shift training l
will be performance oriented and in many instances, will-provide
'
the officers with one-on-one training.
In addition to annual l
testing, once each quarter, individual security officers will be
!
selected for additional performance testing.
It:is anticipated
that this enhanced training program will reduce the annual formal
!
classroom training from two weeks to onlyl three days.

Operational Safequards Response Evaluation.
In the future, t"lC i
(NRR) will conduct an Operational Safeguards Response Evaluation (OSRE)' at Palo Verde. One purpose of the OSRE program is to
'
evaluate a -licensee's ability to respond in a contingency to-an-
external threat by focusing on the interactions betwet.n operations-i and security in establishing priorities for protection of i
equipme_nt, and on the defensive strategies used. The OSRE-also i
includes a safety / safeguards interface review to assure that i
safeguards measures do not adversely affect safe operation of_ the i
facility.- The dates of the Palo-Verde's OSRE.have not baen

Mr. Slowik discussed Palo Verde's ongoing preparation for the

NRC OSRE evaluation 'at the San:Onofre Nuclear Generating Station

and the Trojan Nuclear Plante To date Palo Verde's OSRE preparation includes:- (1) Selection and evaluation _of target

Mr. Slowik also discussed Palo Verie's flans to further improve the licensee's ability to defend againsi. the design basis threat, e.
Corporate Security.
Mr. Tranberg indicated that he had recently been assigned as the Manager, Corporate Security.
He indicated that he and his staff are continually Available to support all Palo Verde requirements.
In this effort, two Corporate security investigators are located at Palo V9rde, and an additional investigator from the Corporate herJguarters in Phoenix, Arizona, frequently serves an a member of Falo Verde Quality Assurance audit teams and monitoring teams.
Mr. Tranberg also indicated that he maintains liaison with all of the local law enforcement agencies.
