Reference (1) submitted Phase I of your Construction Assurance Program (CAP)

Plan for our review and approval. This CAP is intended to provide a self

assessment of the completed construction and construction process used for

constructing the completed portion of the WNP-3 plant to ensure that Final

Safety Analysis Report (FSAR) commitments and NRC regulations have been met.

NRC staff comments were transmitted to you by reference (2); reference (3)

provided your response to reference (2), and reference (4) incorporated

reference (3) commitments, as applicable, in revision 1 of your Engineering

Assurance Program description and Construction Assurance Program description.

Based on the NRC staff review of the CAP plan, it appears that the program can

provide a satisfactory assessment of the completed construction and

construction process at WNP-3. However, your module report format and content

description were identified by the Supply System to be tentative. This will

be subject to further NRC inspection and review. Notwithstanding the

tentative module report format and content, I have determined that your

commitment to conduct a CAP as a part of your Readiness Review Program and

the CAP plan itself are acceptable. Details of the NRC staff evaluation of

your proposed plans are contained in the enclosed inspection report.
