Creed, Chief ' / Date Safeguards & Incident Response Section Inspection Summary Inspection on September 13-17. 1993 (Report No. 50-461/93018(DRSS)) Areas Inspected: Routine, announced physical security inspection involving inspection assistance from NRC Headquarter's Office of Nuclear Reactor Regulation (NRR) and the U.S. Army Special Forces in the area of Protected Area Detection, Assessment Aids and Access Control Search Equipment.

Other inspected areas included: Management Support and Effectiveness; Protected and l Vital Area Physical Barriers; Alarm Stations and Communications; Testing,

' Maintenance and Compensatory Measures; Training and Qualifications. and Protection of Safeguards Information.

Results: The licensee was found to be in compliance with NRC requirements within the areas examined.

F . . i ' Four weaknesses were identified regarding: (1) a perimeter intrusion detection i system; (2) a closed circuit television camera vulnerability; (3) a explosive detector vulnerability; and (4) a x-ray machine vulnerability.

The licensee's newly installed protected area intrusion detection system, closed circuit television alarm assessment system and barrier upgrade were considered a program strength.

< , ' We have concluded that the security program is well implemented and is well managed.

Licensee management attention and involvement in the security program are good.

Resources are ample and reasonably allocated. The Training and Qualification program is effective and met regulatory requirements.

, Security personnel observed and interviewed were knowledgeable of their duties and responsibilities. The professionalism, attitude, appearance and ' , performance of the security organization were excellent.
