This refers to the Management Meeting conducted July 11, 1985, at the Clinton '
Power Station Visitor's Center between Mr. James G. Keppler and members of the
NRC staff, and Mr. W. J. Kelley and members of the Illinois Power Company
staff. The purpose of this meeting was to discuss certain allegations received
by Region III which have been referred to Illinois Power Company 'for handling,
and to discuss Region III's concern that contractor management is not dealing
effectively with management problems which have continued to be alleged.

The enclosed copy of our report identifies areas discussed during the meeting.
In accordahu with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter and the enclosure will be placed in the NRC Public Document Room.
We will gladly discuss any questions,you have concerning this meeting.
