Inspection and Enforcement Circulars (IEC's)

IEC 81-01

" Design Problems Involving Indicating Pushbutton Switches Manufactured by Honeywell Incorporated." The licensee's re-view indicates that indicating pushbutton switches are not utilized in the 1E control board applications at Byron.

Therefore the problem referenced in the Circular is not a concern. This circular is closed.

IEC 81-02

" Performance of NRC-Licensed Individuals While on Duty."

The licensee has committed to reviewing administrative control procedures against IEC 81-02 and incorporating any changes which result. Additionally copies of docu-ments referenced in IEC 81-02 for licensed personnel re-view have been routed to all license candidates for their review. This circular is closed.

IEC 81-03

" Inoperable Seismic Monitoring Instrumentation." The licensee's review has determined that the existing technical specification surveillance requirements which incorporate the instrument vendor's recommendations are adequate for insuring the operability of the subject in-strumentation. This circular is closed.

IEC 81-06

" Potential Deficiency Affecting Certain Foxboro 10 to 50 Milliampere Transmitters." The licensee's review, with the aid of Sargent and Lundy Engineers, has determined that there are no applications of the Foxboro 10 to 50 milli-ampere transmitters at Byron. Therefore, the problem identified in the circular is not applicable. This cir-cular is closed.

IEC 81-09

" Containment Effluent Water that Bypasses Radioactivity Monitor." The licensee and Sargent and Lundy have deter-mined that there are no sources of containment effluent which are not monitored. The problem identified in the circular is not possible. -This circular is closed.

IEC 81-10

" Steam Voiding in the Reactor Coolant System During De-cay Heat Removal Cooldown." The licensee has committed to preparing operating and emergency procedures which

address natural circulation with special attention di-rected to the circular information. This circular shall remain open pending review of the affected operating and emergency procedures.

The inspector reviewed the status of the remaining IECs with the Senior Resident Inspector (SRI).

In response to a previous request from the SRI, the licensee provided a list of outstanding IECs with corresponding letter or memo for review. This list included IECs 76-02, 76-05, 80-02, 80-13, 80-15, 80-16, 80-18, 80-20, 81-05, 81-13, and 81-14.

The status of these IECs will be reviewed in subsequent IE Inspection Reports.

The licensee also provided a list of outstanding IECs which require addi-tional licensee review and/or action for close out.

This list included IECs 76-03, 77-03, 77-06, 77-16, 78-03, 78-07, 78-08, 78-09, 78-18, 79-02,

'

79-05, 79-21, 80-03, 80-14, 81-08, 80-11, and 81-12.

The licensee has committed to providing the necessary technical information for IECs close out.

Progress in this area will be reviewed in future inspections.

Inspection and Enforcement Bulletins (IEBs)

The inspector reviewed the status of the open IEBs with the SRI. A review of the technical information available in the Central File is in progress.

IEBs for which technical information is available will be closed and re-

ported in future IE inspection reports. Additionally the licensee will i

be requested to provide the required technical information for the re-maining open IEBs not in the Central File at this time. No IEBs could be closed during this inspection.

4.

Items Reported Pursuant to 10 CFR 50.55(e)

The inspector reviewed the 50.55(c) section of the Central File.

As a result of this review the licensee was requested to update this section of Central Files with supporting technical information to review 'out-standing 50.55(e) reports. No 50.55(e) report items could be closed during this inspection.

state of cleanliness, housekeeping, and adherence to fire protection rules.

No apparent items of noncompliance or deviations were observed.

6.

Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) and conducted an exit meeting at the conclusion of the inspec-tion on June 4, 1982.
