Areas Inspected: Evaluation of radiographic records of primary coolant loop piping for Units 1 and 2.
The inspection involved a total of seven inspector-hours onsite by two NRC inspectors.
Recults: Evaluation of radiographic records indicated that tb' " Notice of Violation" was in error in Inspection Report Nos. 50-454/81-01 and 50-455/

Functional or Program Areas Inspected 1.
Radiographic Records for Primary Coolant Piping System - Unit 1 The reader's sheet and radiographic films for weld no. FW-45 from piping system identification No. 1H-CAE-4 were examined. This primary coolant piping is 27.5" Dia. x 3.180/3.340" wall and is Class 1 to the requirements of ASME Section III and ASME Section V, 1974 Edition, with Summer 1975 Addenda. This weld required 100 percent radiography and the weld length is approximately 98 inches. The exposure is made by centering the source inside the pipe and with film on the outside a panorama shot is made exposing the entire circumference of the pipe weld.
Since this weld is a fitting to pipe weld, there is a consider-able difference in thickness between the fitting and pipe which results in a wide variation in density. Pittsburg Testing Laboratory'(PTL)
found that the density variation could be accommodated by loading four type T films in each cassette. The first film, closest to the ' source would be very dense in the thinnest sections and acceptable in the thicker areas, while the fourth film farthest away from the source would be of acceptable density in the thinnest area and extremely light in the thicker areas.
It was determined that the #45 penetrameters, which were used on both the thick and thin side of the weld were of proper density and if necessary two films could be superimposed on each other for reading.
I No items of noncompliance or deviation were identified.

coolant piping is 29" Dia. x 2.450/2.ic3" wall and is Class 1 to the requirements of ASME Section III and ASME Section V, 1974 Edition with Sume?r 1975 Addenda. The radiography is performed using a panoramic type of exposure with four type T films as in Unit 1 in each cassette.
The proper densities could be attained by reading a film at the proper density for the thickness or by superimposition of two films.
No items of noncompliance or deviation were identified.

In Service Program Status Ebasco Services personnel were scheduled to be onsite the week of May 4,1981, to prepare for the start of the preservice NDE program.
Exit Interview The inspectors met with licensee representatives (denoted in the Persons Contacted paragraph) at the conclusion of the inspection on May 1, 1981.
The inspectors stated that after additional review they had concluded that the apparent item of noncompliance identified in IE Inspection Report No. 50-454/81-03; 50-455/81-03 was cited in error and that it would be rescinded.
