t Inspection Summary Inspection on January 6-7, 1981 (Reports No. 50-454/81-01; 50-455/81-01)
Areas Inspected: The inspector accompanied the Case Load Forecast Panel, Office of Management and Program Analysis, Nuclear Regulatory Commission, during the Panel's tour of the Byron construction site on January 6-7, 1981 and participated in their discussion with Commonwealth Edison Company personnel concerning the construction completion schedule. This inspection involved a total of 12 inspector-hours onsite by one NRC inspector. The meeting was open to the Public.
Results: The Case Load Forecast Panel estimated the fuel load date for Byron 1 as December, 1983. The licensee stated that April 1983 continued to be the company's scheduled date for fuel load.

Program or Functional Areas Inspected The RIII inspector informed the group at the beginning of the inspection that following a recent RIII inspection at the Byron construction site the Region has questioned a number of the electrical installations and procedures at Byron. These items are presently being dis:ussed with Commonwealth Edison Company. The resolution of these problems and/or potential problems may have an impact on the scheduled completion of the electrical work. Resolution of these issues will be reported in subsequent NRC Reports.
The RIII inspector also participated in discussions with licensee personnel and accompanied the Case Load Forecast Panel on plant. tours.
Information concerning the potential electrical items referenced above were not factored into the projected fuel load date.

Exit Interview The Project Manager, NRR, summarized the Case Load Forecast Panel's review and indicated concerns in the following areas:
1.
Timely installation of the remaining hangers and rework on hangers.
2.
Timely completion of cable pulling and terminations.
3.
Completion of installation of instrumentation.
I Based on the above concerns, the panel projected the fuel load date (construction completion) as December 1983. Commonwealth Edison's Project Manager stated that CECO's fuel load date continued to be April 1983 and
was considered to be realistic.
