Inspection Summary:
Inspection on September 11, 1981 (Report No. 50-454/81-14)
Areas Inspected: Routine, announced, initial management meeting to discuss the preoperational and routine operational inspection program in the radia-tion protection and radwaste management areas. The inspection invoved six inspector-hours onsite by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

2.
Initial Management Meeting This initial management meeting, which began about 8:00 a.m. on September 11, 1981, was conducted to discuss the following matters:
The NRC functics and inspection program with regard to radiation-a.

protection and radwaste management, including unannounced in-
,
spections, enforcement actions, and the conduct of management interviews, b.
The NRC inspection program does not replace the need for an effective licensee audit and management control program.
c.
The need for timely development of procedures and schedules in accordance with the FSAR.
d.
The need for adequate numbers of trained and qualified staff to properly handle radiation protection and radwaste programs before issuance of an operating license, e.
The preoperational testing program for radwaste systems and monitors, including the inspectors function in reviewing the program.
f.
The radiation protection program and areas which will be reviewed by the inspectors before issuance of an operating license.
g.
The inspector discussed problems noted at similar facilities which may be applicable to the licensee's facility.
3.
Program Status The inspection included a tour of the facilities to observe current status of radiation protection and radwaste facilities and equipment.
The inspector also reviewed the current status of staffing and develop-ment of the radiation protection and radwaste programs. Current-2-

staffing includes Rad-Chem Supervisor, Station Health Physicist, Station Chemist, two Rad-Chem Foremen, six Rad-Chem technicians, and five other staff specialists.
The licensee plans to employ four to six more technicians in late 1981 or early 1982. Two of the current technicians and most of the super-visory/ specialist staff were formerly employed at other Commonwealth Edison nuclear plants. The remaining four technicians participated in a refueling outage at Quad Cites to gain hands-on experience.
Concerted effort is.now being directed at writing procedures. The licensee anticipates 50 percent completion of procedures by the end of 1981.
