-2-EXECUTIVE SUMMARY Comanche Peak Steam Electric Station, Units 1 and 2 NRC Inspection Report 50-445/96-14; 50-446/96-14 This inspection included portions of the core physical security program (81700) and.the initial inspection of the vehicle barrier system (TI 2515/132).

Plant Support

  • An excellent vehicle barrier system (VBS) had been ' designed and installed

(Section 1.1).

  • The bomb blast analysis was completed in accordance with the NRC recommended model. The licensee maintained the documentation of the analysis. The measurement distances used in the calculations appeared to be accurate (Section 1.2).
  • An excellent security procedure was in place which detailed compensatory measures, surveillances, and maintenance of the VBS (Section 1.3).
  • An excellent records and reports system had been established (Section2.1).
  • An adequate audit program had been implemented (Section 2.2).
  • A good protected area barrier system had been installed and maintained (Section 2.3).
  • An effective training and qualification program for security officers had beenimplemented(Section2.4).
