Dear Mr. St. Pierre:

On August 13, 2007, the United States Nuclear Regulatory Commission completed an inspection at Seabrook Station. The enclosed inspection report documents the inspection results which were discussed on August 13, 2007, with you and members of your staff.

This inspection examined activities conducted under your license as they relate to safety, common defense and security, and compliance with NRC Orders related to the transportation of radioactive material and the handling of safeguards information. The inspection was based upon Temporary Instruction (TI) 2201/001 - Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC). The inspector reviewed selected procedures and records, and interviewed personnel.

Based on the results of this inspection, no violations were identified. No reply to this letter is required.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter, its enclosure, and your response (if any) will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component for the NRCs document system (ADAMS). SUMMARY OF FINDINGS

IR 05000443/2007404; Seabrook Station; Inspection of Additional Security Measures for

Radioactive Material Quantities of Concern (RAMQC)

The report covered an announced one-day inspection related to safety, common defense and security, and compliance with NRC Orders related to the transportation of radioactive material and the handling of safeguards information. The inspection was conducted by a regional inspector and was based upon Temporary Instruction (TI) 2201/001, Inspection of Additional Security Measures for Radioactive Material Quantities of Concern (RAMQC). The inspector noted that the licensee had not developed specific program guidance related to the additional security measures for the transportation of radioactive material quantities of concern. However, the inspector determined that the licensee had implemented appropriate administrative controls to develop a procedure prior to any RAMQC shipment. Also, the licensee stated they have no plans to conduct a RAMQC shipment in the near future. The inspector determined the licensee had developed an adequate program for the handling of safeguards information.

.1 Temporary Instruction 2201/001 - Inspection of Additional Security Measures for

Radioactive Material Quantities of Concern (RAMQC) - 1 sample

a. Inspection Scope

The inspector discussed the RAMQC requirements with licensee personnel to assess the licensees implementation of the additional security measures (ASM)imposed by NRC Order EA-05-007, Imposing Additional Security Measures on the Transportation of RAMQC, issued July 19, 2005. The inspectors also reviewed the implementation of the Safeguards Information-Modified Handling (SGI-M) protection requirements specified in NRC Order EA-04-0190, Imposing Requirements for the Protection of Certain Safeguards Information, issued November 5, 2004.

The inspector reviewed each ASM and SGI-M requirement identified in the orders referenced above. The inspector interviewed personnel and reviewed program documents and implementing procedures.

b. Findings and Observations

No findings of significance were identified. The inspector concluded that Seabrook Station established administrative controls to develop procedural guidance prior to any RAMQC shipments. The licensee stated that they do not have any planned RAMQC shipments in the near future.
