Routine, announced physical security inspection involving Management Support, Security Program Plans and Audits; Protected and Vital Area Physical Barriers, Detection and Assessment Aids; Protected and Vital

Area Access Control of Personnel, Packages, and Vehicles; and Alarm Stations and Communications.

Results: The licensee was found to be in compliance with NRC requirements except for one licensee identified violation pertaining to the access authorization program for unescorted access. The violation is not being cited because the criteria specified in Section VII.B of the General Statement of Policy and Procedures for NRC Enforcement Actions of the Enforcement Policy were satisfied.

The licensee's corrective actions in response to the access authorization issue were timely, comprehensive, well documented, and should prevent recurrence.

Management support and involvement, staff experience and professionalism, security barriers and detection systems, and the Quality Assurance audit and surveillance program were excellent.

A weakness was noted in CCTV assessment of one protected area alarm zone.

Alarm station facilities and security computer capabilities were acceptable.

Several minor discrepancies noted in the licensee's approved security plan will require changes to be submitted to the NRC under 10 CFR 50.54(p). The

discrepancies did not pertain to NRC regulatory requirements.
