Areas Inspected: Suppression pool stainless steel (s/s) cladding sensitization 10 CFR 50.55(e). The inspection involved a total of seven inspector-hours onsite by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

l An evaluation was made of the extent of fissuring and the inspector reviewed the following:

On containment and drywell vent structures, stretch out drawings and mill certs were correlated to plate locations. This pin-pointed the physical properties and carbon content of each plate i

Liquid Penetrant Examination documented on four noncomformance reports, which was performed on a selected sample basis for the entire containment shell and drywell vent structure weld, joints, heat affected zones, and base plates to determine the extent of fissuring in the plate material and weld seams.

Aptech Engineering Services (AES), fracture mechanics model results of the containment vessel and drywell vent structure.

Coating systems were evaluated for protection of the carbon steel overlayed by the fissured cladding by Oak Ridge National Laboratories and Aptech Engineering Services.
Fracture fatigue analysis assuring no adverse consequences would e.
arise from the fissuring in the suppression pool cladding by Gilbert Associatts, Inc.

The " Aluminum Flame Spray with an Epoxy Topcoat," procedure was not on-site for review. This procedure is to be used to prohibit crevice corrosion.
g.
To date there is not an inservice monitoring program in which coated and uncoated specimens will be placed in suppression pool environment and periodically examined to determine coating durability and corrosion notch progression.
Specimens are being made and proceduces are being prepared.
Exit Interview The inspector met with site representatives (denoted in Persons Contacted Paragraph) at the conclusion of the inspection. ine inspector summarized the scope and findings of the inspection noted in this report.
