Observation of An Emergency Drill a.

Licensee Response On May 11, 1979, one NRC inspector observed licensee conduct of exercises covering two portions of the Emergency Plan.

Th._ licensee first exercised the plant evacuation portion of the Emergency Plan, including offsite notifications for testing communication links.

The inspector observed c.mmunications; evacuation routes, completeness, and timing; and personnel accountability. The licensee's organization generally responded in a coordinated, orderly, and timely fashion.

Approved plans and pro-cedures were adhered to.

The second exercise covered medical support and casualty care portion of the Emergency Plan.

One simulated injured person was transported by a local ambulance service t o the offsite hospital for treatment.

The it.spector could not observe this portion of the exercise because it was conducted simulta,ecusly with the plant evacuation. According to the litensee observers, the licensee's crganization responded in accordance with approved plans and procedures.

Accident Assessment During the plant evacuation, the licensee conducted site perimeter radiation surveys to determine of fsite dose consequences.

However, no mathematical dos ( assessment of the offsite areas was conducted. The inspector stated that rapid accident assessment and transmission of these results to State authorities needs improvement.

This was discussed at the exit interview.

Offsite Agency Response Representatives from State and local governments observed and participated in this drill.

The main concerr. indi-cated by these representatives was the need for improved communications. The licensee stated that comments and suggestions from these agencies would be reviewed, evalu-ated, and that an additional drill will be conducted to test communication with the offsite agencies.

Drill Critique After the drill, a critique was held with licensee and offsite support agency personnel.

Minor identified deficiencies were discussed and evaluated.

The licensee stated that better communications would be developed to improve coordination with offsite support agencies.

Both the licensee, NRC, and offsite agencies agreed that rapid transmission of the accident assessment can be improved.

No items of noncompliance or deviations were identified.

The inspector discussed the scope and purpose of this inspection.

The licensee stated that rapid accident assessment of offsite doses will he established by means of a mathematical model.
