Licensee Action on Previous Enforcement Items (Closed) Noncompliance (50-397/79-16/09) Reactor Protective System Components not specified or purchased as Class IE, Seismic Category 1 Four turbine stop valve position switches and eight pressure switches providing reactor protective system input of turbine governer valve fast closure were not specified or purchased to the required quality requirement Engineering changes (PED) were issued to replace existing instrumentation with qualified instrumentation, as stated 4 in the licensee's response letter (G02-80-30). This action was j reviewed in NRC Inspection Report 50-397/81-09 and found satisfactory. The old equipment has been removed and new switches are scheduled for installation in accordance with the project engineering directives. 1 Licensee Action on P"eviously Identified Followup Items (Closed) followup item (50-397/81-17/03) weakness in Bechtel Audit Program of site contractor i Several weaknesses were previously identified in the program Bechtel had established to audit site contractors. The inspector reviewed each noted weakness and found that the construction manager had taken steps to upgrade the audit program in the areas note The inspector reviewed the results of a Bechtel Management Audit '

conducted from March 9 through 12, 1982. Although this audit had 21 specific findings, it indicated a general compliance with program requirement The Bechtel Project Quality Assurance Engineer was actively working to resolve the audit finding The Master Audit Plan of Project Audits was reviewed and found to adequately cover the essential elements of the Ouality Assurance Program for site work activities. The Master Audit Plan had been

, revised and completed to adequately cover the 215 and 213 contracts as noted in Inspection Report 50-397/81-1 The inspector examined the adequacy of auditor staffing levels and found that for the last year Bechtel has averaged 3-4 lead auditors j qualified per ANSI N 45.2.23. The inspector interviewed a Quality Assurance Engineer who had recently taken the Bechtel Corporate lead auditor examination and was inprocess of qualifying as a lead auditor. The examination from the Bechtel San Francisco Office was sent by confidential mail to a certified lead auditor who administered the exam to the applicant. The certified lead auditor then returned the examination to Bechtel San Francisco for evaluation. Certification of lead auditors is controlled by i the San Francisco office. The inspector reviewed action taken on the contract 220 audit discussed in Inspection Report 50-397/81-17 (Johnson Controls Audit 10.4.1). Adequate resolution of the fir. dings was required of the contracto Previous experiences with site contractors at WNP-2 had dictated a need for a comprehensive, in depth audit program by the Con-struction Manager. This program is being accomplished by both

formal audits of the contractors by Bechtel Ouality Assurance and by daily surveillances of the contractors in depth by Bechtel Quality Control Surveillance inspectors who are assigned to specific contractor .

-3- (Closed) Followup Item (50-397/79-04/16) Qualification of Class IE Electrical Equipment The licensee is now completing a review of equipment to determine qualification adequacy in accordance with the regulatory requirements for qualification of safety related (Class IE) electrical equipment to harsh environments and postulated seismic condition The licensee submitted to NRR on January 14, 1982, an equipment qualification report for WNP-2 Documenting compliance with NUREG-058 This document will be updated in September 1982 to include additional data and the results of ongoing test program ;

The licensee reported that, as of this inspection, 78% of the installed equipment can be shown to be qualified to harsh ,

environments. The licensee intends to be able to demonstrate that 100% of safety related equipment is seismically qualified and I that 80% of the Class IE electrical equipment is environmentally -

qualified by the fuel load date. The remaining 20% requiring i environmental qualification will be qualified by November 30, 1985 ;'

_4 (0 pen) Deficiencies in Concrete Expansion Anchor Installations and Structural Grout Program The inspector met with the licensee's engineering task group leaders responsible for resolution of identified deficiencies in concrete expansion anchor installation and structurally significant grouting. These items had been reported as 10 CFR 50.55(e) deficiencies and were reviewed in Inspection Report 50-397/82-0 The current program appears to be a systematic approach with ,

adequate scope to resolve the outstanding issues in these area The licensee has assigned capable engineers to head up a review program to address previously identified inadequacies in these areas and to provide a technically acceptable justification of : '
