Organization The organization, structure and personnel responsibility for the operation and administration of WNP-2 has changed from that previously reported. The maintenance function has been moved from operations and elevated to a new department headed by J.'A. Landon, who was previously a test group supervisor reporting to G. K. Afflerbach.

D. L. Whitcomb, Supervisor of Plant Engineering, has moved to corporate central engineering and his vacated position is open.

G. Larson has been appointed Administrative Supervisor /Startup reporting to G. K. Afflerbach.

Licensee Action on Previous Inspection Findings

Bulletin and Circular Followup:

(IB-80-17 Closed): WNP-2 design reflects a combination of General

Electric (GE) and owner recommendations to prevent a Brown's ferry type incident.

(IB-81-01 Closed):. WNP-2 does not use INC mechanical snubbers.

(IC-79-02 Closed): Because of the automatic transfer feature back to the inverter and the inclusion of regulating transformers, the scenario posed by this circular is not applicable.

(IC-80-09 Closed): WNP-2 internal telephone system receives power l

from an uninterruptible Division Power System backed up by the 250-VDC battery and will remain operational during a loss of offsite power.

(IC-80-15 Closed): This circular is not applicable to WNP-2.

(IC-81-01 Closed): Honeywell Series 2 indicating pushbutton switches i

are not used in the WNP-2 design.

(IC-81-06 Closed): WNP-2 basic instrumentation system operates in the 4-20 MA range and a check of pre-purchased specifications has found that no Foxboro 10-50 MA transmitters are utilized in safety-related systems.

-3-(IC-81-11 Closed): WNP-2 has reviewed their RHR system procedures and modified them to keep an RHR pump in service. Additionally a means of determining reactor water temperature will be available.

(IC-81-12 Closed): This circular is not applicable to WNP-2.

5.

Preoperational Testing The inspector examined selected circulating water preoperational test records and discussed the conduct of testing with engineers.

Preoperational test procedures for reactor isolation core cooling and circulating water were reviewed for: content and the appropriate sign off and hold points; and balance against FSAR requirements-to verify that they would accomplished their intended purpose.

No items of noncompliance or deviations were identified.

6.

Independent Inspection The inspector reviewed selected documentation associated with preoperational testing and verified that they had been filled in correctly / completely and that they. contained the~ appropriate signatures and reviews / approvals.

The inspector also tracked selected open items generated by preoperational

testing, startup problem reports (SPRs), through the licensee's computer /

. log tracking systen to verify the systems adequacy / completeness.

No items of noncompliance or deviations were identified.

7.

Exit Interview The inspector met with licensee representatives (denoted in Par,agraph 1)

at the conclusion of the inspection on february 4,1982. The scope and findings of the inspection were discussed and are summarized as set forth in Paragraphs 2 'through 6.
