V. C. SUMMER NUCLEAR STATION - NRC INSPECTION REPORT 50-395/03-09

Dear Mr. Byrne:

On November 19, 2003, the NRC completed an inspection regarding the application for license renewal for your Summer facility. The enclosed report documents the inspection findings, which were discussed on November 19, 2003, with members of your staff.

The purpose of this inspection was an examination of activities that support the application for a renewed license for the Summer facility. The inspection consisted of a selected examination of procedures and representative records, and interviews with personnel regarding followup of issues from our previous two license renewal inspections.

This inspection concluded that the applicant had implemented methods to track completion of in progress and future task actions to meet license renewal commitments to the NRC. A sampling of updated license renewal Technical Reports reviewed by the NRC were accurate and acceptable.

In accordance with 10 CFR 2.790 of the NRCs "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRCs document system (ADAMS).

SUMMARY OF FINDINGS IR 05000395-03-09; 11/18-19/2003; South Carolina Electric & Gas Company; V. C. Summer Nuclear Station; License Renewal Inspection Program, followup of previous open items.

This inspection of License Renewal (LR) activities was performed by one regional office engineering inspector, and one staff member from the office of Nuclear Reactor Regulation.

The inspection program followed was NRC Manual Chapter 2516 and NRC Inspection Procedure 71002. This inspection did not identify any findings as defined in NRC Manual Chapter 0612.

During a previous aging management programs inspection documented in NRC Inspection Report 05000395-03-08, the inspectors observed that the applicant had not yet established tracking items in the plant future task list system to assure implementation of proposed actions to support LR. The lack of an adequate tracking system to assure LR required actions were completed was a general observation concerning all LR actions to be completed and was identified as an item for followup during a future NRC inspection. This inspection concluded that the applicant had successfully loaded license renewal commitments into the plant commitment tracking system. A sampling of updated license renewal Technical Reports reviewed by the NRC were accurate and acceptable.

Report Details I.

Inspection Scope This inspection was the last in a series of three inspections conducted to support the review by the NRC office of Nuclear Reactor Regulation of the license renewal application for the Summer plant. The purpose of this inspection was to follow up on actions taken by the applicant in response to open issues from the two previous inspections.

Findings During a previous aging management programs inspection documented in NRC Inspection Report 05000395-03-08, the inspectors observed that the applicant had not yet established tracking items in the plant future task list system to assure implementation of proposed actions to support LR. The lack of an adequate tracking system to assure LR required actions were completed was a general observation concerning all LR actions to be completed and was identified as an item for followup during a future NRC inspection.

The inspectors reviewed a list of Condition Evaluation Reports (CERs) that had an event code of M3" which designates a license renewal task item. There were four CERs documenting discrepancies identified by the NRC in the two previous NRC license renewal inspections.

There was one CER to document the applicants self assessment audit report findings. There were 55 CERs which the applicant had established to track future actions committed to NRR as a result of review of the license renewal application. These included 41 commitments listed in appendix a of the NRC Safety Evaluation Report and other actions commited to in various letters to the NRC. The inspectors examined the actual text of a sample of the CERs and found in all instances that the text accurately reflected the commitment. This inspection concluded that the applicant had successfully loaded license renewal commitments into the plant commitment tracking system.

The inspectors also reviewed CER No. 03-2963, dated September 23, 2003. The applicant initiated this CER to include all action items identified during the NRC audit conducted during July 15-17, 2003 and summarized in the audit report dated October 9, 2003. The purpose of the audit was to verify the consistency of the applicants aging management programs (AMPs)

described in the license renewal application with the AMPs in NUREG-1801, Generic Aging Lessons learned (GALL) Report. The review concluded that all action items have been appropriately included in the CER.

The inspectors observed that the applicant had made numerous corrections to the license renewal basis documents, the technical Reports, and had officially issued these as controlled documents. A sampling of updated license renewal Technical Reports were reviewed by the inspectors and were accurate and acceptable.

Exit Meeting Summary The results of this inspection were discussed on November 19, 2003, with members of the applicant staff in an exit meeting at the V. C. Summer site. The applicant acknowledged the results and had no dissenting comments.
