Dear Mr. Keiser:
Subject:
Systematic Assessment of Licensee Performance Report Nos. 50-387/89-99; 50-388/89-99 A Systematic Assessment of Licensee Performance (SALP) for the Susquehanna Steam Electric Station was conducted by the NRC staff on January 22, 1991.
The assessment covered the period between August 1, 1989 and November 30, 1990.
The results of the assessment were reported to you in a letter dated February 5, 1991, enclosing the initial SALP Report.
Subsequently, a management meeting was held on this subject on March 1, 1991, at your Nuclear Training Center, Salem Township, Pennsylvania.
In this period the performance of licensed activities at Susquehanna involving health and safety was maintained at a high level.
Activities were well managed and controlled, and and actions taken to enhance and strengthen effectiveness were generally successful.
Performance in individual SALP functional areas generally remained strong.
From our discussions with your staff on March 1, 1991, and your response dated March 8, 1991, we understand that you agree with our assessment and are continuing efforts to maintain your present effectiveness, including strengthening elements in your program that were identified for improvement., Accordingly, the initial report is being issued as the Final SALP Report, and it is attached as Enclosure 1.
Other enclosures are as stated.
No reply to this letter is required.
Your actions in response to the SALP willbe reviewed as part of NRC's continuing inspection program at the Susquehanna Steam Electric Station.
