Results:
The licensee was in compliance with NRC requirements in the areas examined during this inspection.

MC 30703 Exit Interview The inspectors met with licensee representatives listed in paragraph I at the conclusion of the inspection on July 26, 1985, reviewed the purpose and scope of the inspection and presented the findings.

Central and Secondary Alarm Station operators (CAS/SAS)

'change the status of the security system without the knowledge of the other.
The inspector determined during this inspection that the licensee has revised the procedure.
CAS/SAS operators must now utilize a computer command to request cognizance from the other to change the status of the security system.
Computer generated records are checked by the Security Systems Supervisor to ensure compliance with this proce-dure.

These notifications were forwarded to all nuclear power reactor facility

The inspectors discussed with the licensee the following initiatives implemented to enhance the security program:
Increased classroom capacity in the security training building.
The addition of an outside tactical training area.
Construction of a training building annex to conduct unarmed defense tactics.

Publication of a written policy reaffirming an existing policy on how employees can address security organizational changes and differing professional opinion.

Establishment of the practice of having the Plant Superintendent visit the security training classes for new security personnel and those who are undergoing their annual requalification.

MC 81070 Access Control Personnel The inspectors observed that personnel access to the protected and vital areas was controlled by the licensee in accordance with the security plan.
Search equipment was adequate and appropriate for detection of firearms and explosives.
Equipment testing was witnessed by the inspectors.

MC 81084 - Alarm Stations The licensee's central alarm station (CAS) and secondary alarm station (SAS) were in conformance with the physical security plan and adequate and appropriate for their intended functions.
This was determined by the inspectors'bservations and review of CAS/SAS operations.

MC 81501 - Trainin and ualification Plan T8 The inspectors reviewed Change D, dated June 10, 1985, to the Training and Qualification Plan with a licensee representative in preparation for NRC review.
The change was submitted to NRC under the provision of
CFR 50.54(p).

The inspectors observed the licensee exercise p
p p nses and actions to a simulated bomb threat.
This exercise included the participation of plant operating staff and on-duty security force members, After 30 minutes, the exercise was terminated because of a severe
~rain storm which caused several alarms that interfered with the exercis'e.
However, the inspectors determined through observation and interviews with several participants that all actions would have been completed in~ accor-dance with the SCP.
In addition, the inspectors reviewed records, that indicated 24 of 40 security contingencies listed in the SCP have been exercised since January ll, 1985.
The results of these exercises were documented in a professional manner and are used as a training aid~ to develop the proficiency of security officers.

The licensee had addressed the concerns expressed in the notice prior to its publication by issuing a station policy letter, number 2-83, titled,',,Plant Communications and Radio Restrictions, dated February 19, 1983.
The policy letter outlined the maximum power output of portable radios and identified those areas of the plant where the use of radios were prohibited or where special precautions were necessary for use.

had addressed the concerns expressed in this notice prior to tion by establishing a training program to exercise the security contingencies outlined in the Security Contingency Plan on a monthly basis.
The inspectors reviewed the results of these monthly security exercises,'.and observed that pre-notifications of these exercises are made to 'key operating plant staff and to local law enforcement authorities to ensure proper manage-ment control.
The security exercise report also contains positive and negative comments and recommended corrective actions, if appropriate.

DESIGN-BASIS THREAT AND REVIEW OF VEHICULAR PPKL Action The inspectors reviewed the results of an analysis conducted between May. and August of 1984 by the corporate security staff.
