Thank you for your letter dated January 2,1979, in response to our letter and Notice of Violation dated December 14, 1978.
Your response has indicated that you believe that you were not in violation of your Technical Specifications requirements regarding review and approvals by a quorum of the Safety Review Committee (SRC). Our position on this matter remains as stated in our letter and inspection report of December 14, 1978, and we do not feel that your proposed action as stated in your January 2,1979 letter is sufficient to acceptably resolve this issue.
In view of our differing opinions, it appears that this matter will require either clarification or further enforcement action.
We have forwarded your response to our Headquarters management with a request that an interpretation be made of this requirement that can be used in a program-wide application.
We have further requested that, if deemed necessary, the Office of Nuclear Reactor Regulation be informed so that the Technical Specifications may be clarified.
Although we have no further questions on this matter at this time, we may require some additional information from you as a result of our Headquarters managemant review.
