Arkansas Nuclear One-Unit 2 Docket No. 50-368 License No. NPF-6 Inspection Report No. 50-368/78-26 (File: 2-0232)

Gentlemen:

The subject inspection report identified two items of non-compliance. No response was required for the first item.

The second item is:

Section 6.5.2.6 of the Technical Specification states, "The minimum quorum of the SRC necessary for the per-formance of the SRC review and audit functions of these Technical Specifications shall consist of ... " and Section 6.5.2.7.d states, "The SRC shall review pro-posed changes to Technical Specifications on this Operating License."

Contrary to the above, a quorum was not formed to approve a change to the Technical Specifications in that on August 31, 1978 the SRC members were contacted individually by the SRC Secretary for approval to change section 3/4 6-5.

We do not believe that our technical specifications were violated.

However, in an effort to meet your request for requirements on SRC review of technical specification changes, we will do the following:

We will attempt to have a quorum meeting or con-forence call to review technical specification change requests. If this cannot be done because of the unavailability of SRC members within the time constraints (determined by NRC requirements or significant economic advantages or disadvantages) then the available SRC members will review the technical specification change request as a group and other members will individually review the change as they become available until the quorum requirement is met.
