HOPE CREEK GENERATING STATION, UNIT 1- NRC RETAKE EXAM INATION REPORT 050003 541201 1301

Dear Mr. Joyce:

On January 27,2011, the U.S. Nuclear Regulatory Commission (NRC) completed a retake examination (written portion, SRO-only) at Hope Creek. The enclosed report documents the examination findings, which were discussed on February 3,2011, with Mr. R. Boesch of your staff.

The retake examination was for one applicant for an instant senior reactor operator license.

The examination was developed using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The license examiner determined the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license was issued on February 3, 2011.

No findings were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system Agencywide Documents Access and Management System (ADAMS). The NRC examiner evaluated the competency of one applicant for an instant senior reactor operator license at the Hope Creek facility. The facility licensee developed the retake examination using NUREG-1021,"Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The written retake examination (SRO-only section) was administered by the facility on January 27,2011. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license was issued.

.1 License Apolications

a. Scope

The examiner reviewed the license re-application submitted by the licensee to ensure the application reflected that the applicant satisfied relevant eligibility requirements. The application was submitted on NRC Form 398, "Personal Qualification Statement," and NRC Form 396, "Certification of Medical Examination by Facility Licensee."

b. Findinqs No findings were identified.

,2 Operator Knowledqe and Performance

a. Examination Scope

On January 27,2011, the licensee proctored the administration of the written examination to the applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on January 31,2011.

b. Findinqs The applicant passed the retake written examination. The examination questions may be accessed in the ADAMS system under the accession number noted in Attachment 1.

In accordance with current NRC policy the release of this written examination will be delayed for two years.

.3 Initial Licensinq Examination Development

a. Examination Scope

The facility licensee developed the retake examination in accordance with the Examination Standards. All licensee facility training and operations staff involved in examination preparation and validation were on a security agreement. The facility licensee submitted the written outline on November 15, 201Q. The chief examiner reviewed the outlines against the requirements of the Standards, and provided comments to the licensee. The facility licensee submitted the draft examination package on January 3,2011. The chief examiner reviewed the draft examination package against the requirements of the Standards, and provided comments to the iacility-licensee on January 14,2Q11. The examination was within the range of acceptability for a proposed examination. The facility licensee satisfactorily completed comment resolution on January 18, 2011.

The examiner reviewed examination security for examination development and examination administration for compliance with the Examination Standards.
