4.1.5 The inspectors verified through discussion and review of records that the licensee had a program to confirm the trustworthiness and reliability of employees and contractor personnel.

During this inspection, the inspectors reviewed a licensee documented incident that occurred on March 26,1992, concerning a contractor employee's arrest by the Limerick, PA, police department (PD) for having a loaded weapon in his vehicle without a permit on the licensee's property (owner controlled area parking lot) while the individual was being processed by the licensee for employment. At the verbal request of a PD officer, the licensee provided tlsPQ6ffidei-with a copy of the individual's application for background investigation,

e 73.5p(f)(3)(iii)j However, the licensee did not have to meet the requirements of that rule until April 27,1992, which was 31 days after the incident occurred. Therefore, no violation was cited. The licensee now understands the limitations and restrictions imposed by { 10 CFR 73.56 concerning the dissemination of personal information obtained under its provisions.

4.1.6 The inspectors verified through a review of procedures that the licensee had escort procedures for visitors in the PA and VAs.
