NRC Security Inspection - Trojan i

This letter refers to an unannounced, routine Safeguards Inspection of your activities at the Trojan Nuclear Plant authorized under NRC License No. NPF-1,

-

conducted by Messrs. D. Schaefer and L. Norderhaug of this office on September 25-29, 1989.

This letter also refers to the discussion of the preliminary inspection findings held by the inspectors with Mr. D. W. Cockfield, and

,

members of the Trojan and PGE staffs on September 29, 1989.

Further, this

letter refers to a subsequent telephone discussion between Messrs. G. Culp, Trojan, and D. Schaefer of this office on October 5, 1989.

Areas examined during this inspection included activities related to physical protection as described in the enclosed inspedtfon report.

Within these F

areas, the inspection consisted of selective examination of procedures and representative records, interviews with facility and contract personnel, and I

l observations by the inspectors.

Based on the results of the inspection, it appears that certain of your activities were not conducted in full compliance with NRC regulations, as set forth in the Notice of Violation, enclosed as Appendix A to this letter.

The item has been categorized into a severity level as described in the NRC Enforcement Policy, 10 CFR Part 2, Appendix C.

Pursuant to the paovisions of 10 CFR 2.201, you are required to respond as indicated herein.

In addition, since this violation is similar to a violation brought to your attention by our letter to you dated July 13, 1988, please provide your assessment of your previous corrective action to preclude recurrence and what additional corrective action is needed.

We urge you to give this matter added management attention.

At the exit meeting on September 29, 1989, the inspectors described a continuing concern with the adequacy of the walk-through metal detectors at i

your access control building.

In your response to this letter, please describe your immediate action (s) to resolve this concern.
