This' letter refers to'a special safeguards team inspection of your activities authorized by NRC' License No. NPF-1~ conducted by M. D. Schuster, L. R.
Norderhaug, A. D. McQueen and.D. W. Schaefer of ReDion.V, and O. M. Masnyk of Region II on March'29 through April 20, 1989.
Ms. N. E. Ervin, NRR, accompanied the team.
This letter also refers to the discussions of our-preliminary inspection findings held by R. J. Pate, Chief of the Nuclear Material Safety.and Safeguards Branch, and the inspectors, with Mr. Cockfield and,other members of his organization on April 5,1989.
Further, this letter erefers to a subsequent. telephone discussion between R. Magnuson, PGE, and D.
Schaefer of this office on April 20, 1989.
Areas examined during this inspection included activities related to physical protection as described.in the enclosed inspection report.
Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and centractor personnel, and observations
'by.the inspectors.
Based on the results of-the inspection, it appears that certain of your activities relating to the substandard performance of security. officers in the use of their assigned firearms, were.not in full. compliance with the NRC requirements.
You will be notified by' separate correspondence regarding
,
enforcement actions based on these findings.
At the. exit meeting on April 5, 1989, we also discussed our concerns with the adequacy of your access control building.
A large number of personnel are processed through an extremely small search area, creating conditions which are barely meeting minimum requirements.
In your response to this letter, please describe your actions to improve these conditions.
You are requested to respond to these concerns within 30 days of the date of this letter.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2,
' Title 10, Code of Federal Regulations, documentation of the findings of your
? safeguards and. security measures are exempt from public disclosure; therefore, the enclosure to this. letter will not be placed in the Public Document Room
