Cockfield Vice President, Nuclear SUBJECT: NRC INSPECTION OF THE T' UAN NUCLEAR PLANT This refers to the announced special inspection conducted by Messrs. C. Ramsey and P. Qualls of this office, Mr. T. Than of NRR, and Messrs. Sullivan and R. Hodor of Brooki.aven National Labora.;ory on August 22-26, 1988, of activities authorized by NRC license No. NPF-1 and to the discussion of our findings held with members of your staff at the conclusion of the inspectio Areas examined during this inspection are described in the enclosed inspection repor Within these areat the inspection consisted of selestive examinations of procedures and representative records, interviews with personnel, and observations by the inspecto Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith as Appendix Your response to this Notice is to be womitted in accordance with the provisions of 10 CFR 2.20 Furthermore, although the efferts you are takir.g to achieve compliance with the requirements of Appendix R to 10 CFR 50 are recognized by the NRC, a number of issues raised in this report regarding implementation of your control room and cable spreadirg room alternate shutdown method are of concer Our letter of September 9,1988 transmitted to you our imediate specific concerns regarding these issues.
