This letter refers to a routine safeguards inspection of your activities authorized by NRC License No. NPF-1 conducted by tir. L. R. Norderhaug, of Region V on August 16 through September 12, 1988. This letter also refers to

the discussions of our preliminary inspection findings held by H. D. Schuster, Chief of the Safeguards Section, and the inspector with Mr. Cockfield and other members of his organization on August 19, 198 Also included herein are references to subsequent telephone convwrsations between the inspector and members of the security and Trojan Plant operating staf fs on September 9,1988 and Sep'.eoer 12, 198 Areas ensined during this inspection included activities r 91ated to physical protection as described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and ccntractor personnel, and observations by the inspecto .

Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation enclosed as Appendix A to this lette The item has been categorized into a severity level as described in the NRC Enforcement Policy CFR Part 2, Appendix C. Pursuant to the provisions of 10 CFR 2.201, you are required to respond as indicated in Appendix A.
