VEPC0 Surveillance and NRC Audit a.

Scope This was an announced inspection conducted in order to audit VEPCO's surveillance activities at Westinghouse related to preservice inspection (PSI) of North Anna 2 (NA-2).

VEPCO personnel audited Westinghouse personnel and facilities relative

,to performance of PSI activities at the Westinghouse facilities located at Monroeville and Waltz Mill, Pennsylvania.

Inspection Tool Calibration and Program Review Westinghouse personnel utilized scale drawings of the NA-2 reactor vessel to explain how the prr. service inspection would be conducted with the inspection tool.

The inspection plan detailing the weld scan information was made available for review by VEPC0 and the NRC inspector.

Procedures applicable to operation of the remote inspection tool are listed below:

Westinghouse personnel were preparing the PSI tool at Waltz Mill for eventual use in the NA-2, PSI.

Calibration of the tool is done at Waltz Mill in accordance with the above referenced procedures.

The calibration data for a given block at Waltz Mill is stored in a Transponder Ultrasonic Calibrator (TUC) panel such that selection of that particular printed circuit card will result in the reconstruc-tion of a DAC curve in the field.

VEPC0 and the inspector, as part of the audit, reviewed the calibration procedure, calibration block material certifications, calibration block sketches Nos.

VGB-019, VGB-020, VGB-021 and VGB-022, and NDE personnel qualifications.

Requirements of Article 4 of the Winter 1975 Addenda to Section V of tha ASME Code will be used to calibrate this inspection tool. The scan plan was reviewed and the scanning sequence for the upper to intermediate shell course, intermediate to lower shell course and lower head to shell weld were traced.

Within these areas, the inspector noted a discrepancy in the calibration block records in that the heat numbers and material type appearing on the sketches for calibration blocks VGB-019, VGB-021 and VGB-022 did not correspond with the referenced certification records in the program book.

This apparent discrepancy was discussed with the licensee and Westinghouse, who reviewed the original records and found that the problem stemmed from a clerical error. Westinghouse agreed to take immediate action to correct this problem. A failure in the power supply unit of the TUC panel precluded calibration of the tool at this time. Westinghouse agreed to notify VEPCO when calibration is about to resume so that they (VEPCO) may witness the activity.

Within the areas inspected, no items of noncompliance or deviations were identified.

Exit Interview A formal exit interview was not conducted with VEPCO because the NRC inspector was accompanied by Mr. Travis at all times and was aware of the NRC inspectors findings.
