A Radiation Support Sec Fuel Facility and Materials Safety Branch Inspection Summary Inspection on December 12-15, 1978 (Report No. 50-338/78-43)
Areas Inspected: Routine, unannounced inspection of qualifications and training of health phys',cs personnel, licensee audits of radiation protection program, posting and control of radiological areas, posting of notices; follow-up on previously identified noncompliance and unresolsed items. The inspection involved about 23 inspector-hours on-site by one hTC inspector.
Results:
Of six areas inspected, no items of noncompliance or deviations were identified.

Licensee Action on Previous Inspection Findings (Open) Unresolved Item (78-14-04):
Excessive radiation levels in containment.
NRR hosted a meeting with representatives of VEPCO and Stone and Webster Engineering Corporation on November 29, 1978 to discuss the proposed shielding design.
That design is currently being reviewed by VEPCO and NRR.
Concurrently, on-site fabrication of steel forms for the shield is being initiated.
(Closed) Deficiency (78-28-01): Failure to report change to radwaste system. An inspector reviewed corrective actions, as stated in VEPCO's letter of November 3, 1978, and had no further questions.
(Closed) Open Item (78-28-03):
Supplemental Semi-Annual Effluent Report. A supplemental report, dated November 29, 1978, has been submitted, which includes off-site exposure calculations as well as corrected effluent dat.

Unresolved Items No new unresolved items were identified during this inspection.
4.
Tour of Auxiliary Building An inspector toured the auxiliary building on December 12, 1978.
Posting and control of radiological areas were observed with no noncc>mpliance items identified.
The proper operation as well as calit ration dates of several friskers were checked, with no problems identified.
Several yellow plastic bags containing low-level radioactive materials were observed in the drumming room and else-where without tags or labels to identify the contents. The inspec-tor stated that bags should be surveyed and tagged at the time that they are filled. The Health Physics Supervisor concurred, and stated that the necessary improvements in tagging of containers would be made.
He discussed these concerns with health physics personnel during the inspection.
As a result of the teor, the inspector also commented that more emphasis needed to be placed on prompt cleanup of work areas in order to terminate radiation work permits af ter job completion. Licensee management acknowledged the inspector's comment, and the Health Physics Supervisor said that he would meet with department supervisors on this subject.
5.
Qualifications and Training of Health Physics Personnel a.
Technical Specification 6.3.1 requires that the Health Physics Supervisor meet the qualifications of Regulatory Guide 1.8, September 1975.
An inspector reviewed the resume of the incumbent Health Physics Supervisor and determined that the Regulatory Guide 1.8 qualifications were met.
b.
The inspector discussed the training / qualification program for health physics technicians with the Health Physics Supervisor and the Health Physicist.
This is an eight-step program, combining classroom and on-the-job training.
Each step requ: ras about six months, and requires successful completion of a written examination to progress to the next step. ANSI N18.1-1971, as referenced by Technical Specification 6.3.1, states that technicians in responsible positions shall have a minimum of two years of working experience in their specialty, and should have a minimum of one year of related technical training in addition to their experience.

RII Rpt. No. 50-338/78-43 I-3 training program. The inspector reviewed recent HP shift schedules and verified that this was done.
Training / qualification records of individuals in the HP group were not reviewed during this inspection.
At the time of the inspection, the HP organization consisted of one HP Supervisor, one Health Physicist, two Senior HP Technicians, one HP Technician, 12 HP Technician Trainees and five Technical Assistants.

Licensee Audits of Radiation Protection Program Nuclear Power Station Quality Assurance Manual (NPSQAM),
a.
Section 18, specifies an annual QA audit of the health physics and radiological controls program. An inspector reviewed QA Audit Report No. 78-19, October 10, 1978, and had no questions regarding scope and follow-up actions.
b.
An inspector reviewed twenty QC Inspection Reports of inspections of health physics activities conducted over the period August 31 through December 12, 1978, by on-site QC representatives.
The inspector had no questions regarding the frequency, scope and follow-up actions associated with these inspections.
Certain problem areas identified in these reports were discussed in depth witb both QC and health physics personnel.
All of the inspector's questions were resolved through these discussions.
7.
Posting of Notices An inspector observed posted material on station bulletin boards and determined that the licensee appeared ta be in full compliance with the posting requirements of 10 CFR 19.11.
The inspector also reviewed Administrative Procedure 43.2 which provides a system and assigns responsibility for posting required information.
The inspector had no further questions.
8.
Neutron Exposure From Containment Entries The inspector was informed that entries into the containment building during power operation were made on November 15 and 16, 1978.
The inspector reviewed the personnel exposure records of the individuals involved to verify that neutron exposure, based on integrated rem-meter readings, were assigned.
The first entry involved two people for about 35 minutes with an assigned neutron exposure of 16 mrem each.
The second entry involved three people for about 67 minutes, with an assigned neutron exposure of 82 mrem each.
The inspector had no further question.
