On December 31, 2022, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at North Anna Power Station, Units 1 and 2. On January 25, 2023, the NRC inspectors discussed the results of this inspection with Mr. James Jenkins and other members of your staff. The results of this inspection are documented in the enclosed report.
No findings or violations of more than minor significance were identified during this inspection.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at North Anna Power Station, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. PLANT STATUS
Unit 1 began the inspection period shutdown for Refuel Outage 1R29. The unit was restarted, and the generator was synchronized to the grid on October 26. The unit reached rated thermal power on October 28, where it continued to operate for the remainder of the inspection period.
Unit 2 began the inspection period operating at or near rated thermal power, where it remained through the end of the inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

71111.01 - Adverse Weather Protection

- (1) The inspectors evaluated whether flood protection barriers, mitigation plans, procedures, and equipment are consistent with the licensees design requirements and risk analysis assumptions for coping with external flooding in the Unit 2 safeguards building, on November 28, 2022.

71111.11A - Licensed Operator Requalification Program and Licensed Operator Performance
Requalification Examination Results (IP Section 03.03) (1 Sample)
- (1) The licensee completed the annual requalification operating examinations required to be administered to all licensed operators in accordance with Title 10 of the Code of Federal Regulations 55.59(a)(2), "Requalification Requirements," of the NRC's "Operator's Licenses." During the week of November 7, 2022, the inspector performed an in-office review of the overall pass/fail results of the individual operating examinations and the crew simulator operating examinations in accordance with Inspection Procedure (IP) 71111.11, "Licensed Operator Requalification Program." These results were compared to the thresholds established in Section 3.03, "Requalification Examination Results," of IP 71111.11.
The inspectors reviewed and evaluated the licensed operator examination failure rates for the requalification annual operating exam completed on February 25, 2022.

71152S - Semiannual Trend Problem Identification and Resolution Semiannual Trend Review (Section 03.02)
- (1) The inspectors reviewed the licensees corrective action program for potential adverse trends in pump vibrations and oil analysis that might be indicative of a more significant safety issue.
INSPECTION RESULTS
Observation: Semi-Annual Trend Review of Oil and Vibration Analysis 71152S The inspectors reviewed the licensee's corrective program to determine if a potentially adverse trend existed in human performance or equipment reliability related to increased vibrations and oil particulates for various pumps and motors, which could be indicative of a more significant safety concern. Specifically, the inspectors reviewed the following condition reports generated in the last year related to particulate discovered in oil samples for 01-CN-P-1B (Unit 1 B condensate pump) and 1-CH-P-1C-MOTOR (Unit 1 C charging pump) and elevated vibrations in pumps 1-FC-P-1B (B spent fuel pit cooling pump), 2-FW-P-3A (A motor-driven auxiliary feedwater pump), and 1-SW-P-4 (no. 4 auxiliary service water pump):
CR1203250, CR1202766, CR1206113, CR1198472, CR1202941 The inspectors noted that the station independently evaluated each issue, however the corrective actions and evaluations did not consider if a common-cause or theme for degradation existed in pumps across different systems. The inspectors noted the stations process for trending similar components across various systems focused primarily on components on the stations top equipment list and that based on this approach there may be a common cause or contributor that has not been evaluated.
In addition to the broader trend discussion, the inspectors questioned how station personnel identified degrading oil color quality. The inspectors noted the stations procedure evaluates oil quality by visually identifying color changes using a visual aid across a spectrum which the inspectors determined to have many gradations. These gradations were so similar in color that the inspectors asked maintenance personnel how they would determine two color changes, which is the procedural criteria to determine if a sample is unsatisfactory. Station personnel acknowledged the inspectors concern and informed the inspectors that action was being pursued to evaluate a more reliable method to be used.
No findings of significance were identified as a result of this inspection.
