Dear Mr. Colomb:

On April 19,1998, the NRC completed an inspection at the James A. FitrPatrick Power Plant. The enclosed report presents the results of that inspection.

During the eight week period covered by this inspection, you conducted activities at the James A. FitzPatrick facility with an appropriate focus on safe plant operations. Good ,

operator performance was noted during the single loop evolutions which were conducted.

However, we are concerned about a violation regarding a continued problem with worker adherence to radiation control procedures. This problem is a repeat of a previous violation and indicates that corrective actions were not effective in addressing the issue. An additional violation that we identified concerns the quality of the reactor building leak rate test.

The violations are cited in the enclosed Notice of Violation, and the circumstances surrounding the violations are described in detail in the enclosed report. Please note that you are required to respond to this letter and should follow the instructions specified in the enclosed Notice when preparing your response. The NRC will use your response, in part, to determine whether further enforcement action is necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosures will be placed in the NRC Public Document Room.  ;
