Enforcement Conference An Enforcement Conference was held in the Region III office on

November 19, 1993. This conference was conducted as a result of a finding in a physical security' inspection conducted on October-25-29,

'

1993, in which an apparent violation of the access authorization program

was identified.

Inspection findings were documented in Inspection Report No. 50-331/93020(DRSS) and transmitted to the licensee by letter

dated November 12, 1993.

The purpose of the conference was to:

(1) discuss the apparent i

violation, causes, and the licensee's corrective actions; (2) determine J

'

if there were any escalating or mitigating circumstances; and (3) obtain any information which would help determine the appropriate enforcement j

action.

J Regional representatives presented a brief description of the pertinent

facts that led to the apparent violation;-regulatory requirements; apparent violation and the potential safety significance of the event..

The licensee's representatives described the events which led to the

corrective actions.

In summary, the corrective actions were:

procedure upgrades to improve the effectiveness of the access authorization i

program, utilization of computer based data to better. track personnel j

access authorizations, and a self-assessment review of.the access.

authorization program. The. licensee also discussed mitigating factors

!

that impacted on the safety significance of the event.

In summary, the event was identified by the licensee, immediate corrective actions and

reporting were completed, and the occurrence was an isolated event.

i Senior licensee management expressed strong support for the security

!

program and that the failure involved a small element of the total site

!

security program.

!

' t The licensee representatives did not contest the apparent violation.

!

They stated that there was no careless disregard for NRC regulations and

no willful intent to violate NRC regulations. A copy of the licensee's

!

presentation material is enclosed.

'i At the conclusion of the conference, the licensee representatives were i

informed that they would be notified in the near future of the final

!

- enforcement action.
