5. Follow-up on IE Sulletiii 85-03, " Motor Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings." (Module 25573)

The inspector held discussions with responsible licensee personnel concerning their progress in the actions required by IEB 85-0 ~

The licensee . indicated that all of the IEB Motor Operated Valves (MOVs) for Brunswick Unit I were completed using the Babcock and Wilcox (B&W)

developed Motor Actuator Characteristic (MAC) program. This method was developed to demonstrate operability of valves identified by this bulleti The Unit 1 MOVs were tested by B&W personnel with the licensee witnessing. MOV testing was in progress during this inspection for Unit 2 MOVs. Twenty-seven Unit 2 valves are scheduled to be tested utilizing the MAC program to satisfy IEB 85-03 requirements,12 valves are to be tested while Unit 2 is critical and the remaining 15 valves during the 1988 refueling outage. Unit 2 MOVs are to be tested by licensee personnel with a B&W representative witnessing a portion of the testin The inspectar witnessed the licensee perform MAC testing of Unit 2 MOV F010, Reactor Core Isolation Cooling pump suction valve, which was the first of the 27 Unit 2 valves to be tested to satisfy IEB 85-03 require-ments.- The inspector interviewed licensee test personnel and the B&W representative present during F010 testin The MAC testing of valve F010 consisted of measuring motor current, force on the Bellville spring pack and worm shaft displacement during valve operation. These parameters were inputted into tha MAC computer which calculated stem opening and closing torques. Per the B&W representative, the MAC program is being modified to measure several other MOV parameters to further aid in valve testin Results of the F010 testing indicated that the stem closing torque was too high. The value c.ticulated by MAC was 74 foot-pounds; the specification was between 22 and 50 foot-pound As corrective action the F010 motor operator torque switch and after several adjustments and subsequent tests a satisfactory shutting torque of S0 foot-pounds was obtained. Per the licensee all Brunswick MOVs utilize the torque switch to secure the valve motor in the closing direction only, during valve opening the torque switch is jumpered out and a limit switch to de-energize the moto While testing F010, no problems were encountered with the MAC program, the only difficulty was with adjustment of the torque switch to obthin a satisfactory shutting torque.
