Scope:
Special, announced management meeting to discuss the results of the NRC boarc convened to evaluate the licensee's perfomance frcm October 1,1979 to September 30, 1980 as part of the NRC's Systematic Assessment of Licensee Performance (SALP) program. Areas addressed included:
Plant Operations; Refueling Operations; Radiation Protection; Radwaste Operations; Transportation; Maintenance; Security and Safeguards, Surveillance, ISI/IST, Design Changa and Modifications, Emergency Planning; Environmental; Training; Fire Protection; QA/QC; Comittee Activities; Reporting; Procurement; and Management Controls.
Results: A sumary of the licensee perfomance evaluation was presented.
Areas of concern were discussed with corporate and site management.
No new enforcement actions were identified.
A number of areas where improvements are indicated were identified.

Discussion A brief sumary of the Systematic Assessment of Licensee Perfonnance (SALP)
program was presented by the NRC.
The NRC Region I evaluation board meeting was discussed, including the appraisal period, performance data and the results of the board's evaluation.
The licensee's overall performance was evaluated as acceptable. Six (6)
areas will receive increased inspection effort. Those six areas were identified to corporate and site management.

'
Civil Penalties Civil penalties (totaling $21,000) were issued on July 25, 1980 based on the results of Combined Inspection 317/80-06 and 318/80-06. Areas of concern included inoperability of the Auxiliary Feedwater System, improper logging and reporting of the event, implementation of vital area access controls and the Fire Protection Program.

Unit 1 Unit I was at full power at the start of the evaluation period.

Power output was reduced in December 1979 and January 1980 due to

core physics anomalies.
A non-refueling outage took place in Januapy/ February 1980 for

TMI modifications.
Power operation continued throughout the remainder of the period

with reductions for condenser tube leaks, plant trips and end of cycle coastdown.
