Subject: Meeting 50-317/80-23 and 50-318/80-19

This refers to the meeting held at our request at your corporate offices
in Baltimore, Maryland on November 26, 1980 to discuss the findings of
the NRC Region I Systematic Assessment of Licensee Perfomance (SALP)
program evaluation board relating to your performance in conducting acti-
vities authorized by NRC Licenses No. DPR-53 and DPR-69.
The meeting was attended by you, Mr. Evans, Mr. Poindexter and other
members of your staff, and by myself, other members of the NRC Region I
staff and the Office of Nuclear Reactor Regulation project manager for the
Calvert Cliffs facility. Subjects discussed included the results of a
review board composed of myself and NRC Region I Branch Chiefs.
It is our view that this meeting was beneficial and improved mutual under-
standing of your program and our inspection efforts.
In accordance with Section 2.790, of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the enclosures
will be placed in the NRC's Public Document Room.
No reply to this letter is required; however, should you have any questions
concerning this matter, we will be pleased to discuss them with you.
