NRC INSPECTION REPORTS 50-315/97007(DRS); 50-316/97007(DRS) AND
Dear Mr. Fitzpatrh'cr
On March 28,1997, the NRC completed a security inspection at your D. C. Cook, Units 1
& 2 reactor facilities. The enclosed report presents the results of that inspection.
Areas examined during the inspection are identified in the report. Within these areas, the
inspection consisted of a selective examination of procedures and representative records,
interviews with personnel, and observation of activities in progress. The purpose of the
inspection effort was to determine whether activities authorized by the license were
conducted safely and in accordance with NRC requirements. Your performance in the area
of physical security was good.

Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. This violation is cited in the enclosed Notice of Violation (Notice)
and the circumstances surrounding it are described in detail in the subject inspection
report. We noted that the violation had been corrected and these actions were reviewed
during the inspection. Therefore, no response to this violation is required. Consideration
was given to dispositioning the item as a Non-Cited Violation since it appeared to meet the
criteria of Section Vll.B.1 of the General Statement of Policy and Procedures for NRC
Enforcement Actions, NUREG-1600. However, a 10 CFR 2.201 Notice of Violation is
being issued because of the lack of management oversight, the fact that ten supervisors
were not trained in behavioral observation duties, and twelve employees were not in a
continual behavior observation program for almost a year.

disclosure according to Part 73, Title 10, Code of Federal Regulations, Section
73.21(c)(2). This information must be handled and protected in accordance with the
provisions of 10 CFR 73.21. Consequently, the enclosure to this letter and our report of
this inspection will not be placed in the NRC Public Document Room.
