Thank you for your letter of March 5,1981, in reply to our letter and Notice of Violation dated February 5,1981.
The Notice of Violatic.n was issued as a result of conditions identified by the Resident Inspector and our review of your August 27, 1980 comitment to establish certain admin-istrative controls of keys to doors to hign radiation areas.
Our re-evaluation of the Notice of Violation, the mitigating circumstances discussed in your March 5, 1981 letter, discussions with cognizant on-site personnel, and our continuing on-site inspection efforts indicated that the lack of an imediate threat to the health and safety of the public, or to your personnel, does not warrant the original classification by Region IV of this item as a Severity Level IV violation.
Therefore, this item is reclassified as a deviation. We are concerned, however, with your failure to fully implement the corrective action you comitted to take in your August 27, 1980 letter.
As you know, the corrective action you failed to implement was designed to prevent the conditions identified by the Resident Inspector during a. routine inspection.
