Scope:

Special announced management meeting to discuss the region's first annual ~ evaluation of the licensee's performance ' relative to activities at

~

the-ANO-site.during7the period of January 1,- 1979 through August 19, 1980.

e The' evaluation involved sixty-eight (68) man-hours onsite by seven (7) NRC personnel and the meeting involved thirty-five (35) man-hours in the corporate office by seven (7) NRC personnel.

Results: Of the seventeen functional areas evaluated, the licensee's perfor-mance in thirteen areas was such that no change in the frequency or scope of the inspection program for those areas is recommended.

The licensee's per-formance in four areas (training, security,. reporting, and quality control)

was such that-increased inspection effort is planned in those areas.

The NRC personnel and the licensee representatives listed above met to

discuss the region's first annual evaluation of the licensee's performance.

A regional representative discussed the listing of NRC performance evalu-ation efforts and the details of the current system which includes the annual regional evaluation.

The regional representatives presented the findings of the evaluation

,l (Enclosure 1) and _the enforcement-history and significant reportable i

events that were considered in the eva;uation.

Licensee representatives j

made a detailed presentation of the status and current plans for the security system.. Licensee. representatives also discussed'the problems experienced with the. Unit 2 Emergency Feedwat.er Pump (2P7A) and the actions being rf, to resolve the problem.

For:the four-areas in Enclosure 1 that'have been categorized as

requiring: increase inspection-effort, Region IV plans to.take the following. action:

'a.

Training - RIV will closely follow the development and1 implementation of.thel licensee's new training. program as discussed during the

. August 11. 1980 management meeting and as presented in the licensee's letter 1/ of August 13,'1980..The inspection frequency in this area

will be increased until the licensee's commitments have been met.

b.

Security - RIV will increase the inspection frequency in this area

,

--until all security systems are in place and operational.

The-inspections will closely monitor compliance with the licensee's

,

committed compensatory measures.

c.

Reporting - RIV management wil-1 supplement the reviews of the resident, inspectors of~LER's to provide more overview of this area.

d.

Quality Control - RIV resident inspectors will increase the frequency

of their observations of QC's involvement in the inspection and monitoring of licensed activities.

Thetlicensee expressed no significant disagreement with the evaluations.
