Dear Mr. Levis:

On July B. 2005, the US Nuclear Regulatory Commission (NRC) completed 8 force--on-force (FOF) team inspection at the Salem and Hope Creek Generating Station. The endosed inspection report documents the inspection results, which were discussed on July 8, 2005, with you and other members of your staff and on September 22,2005, wrth Mr. George Gellrich.

The inspection examined activities under your license as they relate to physical security and compliance with the Commission's rules and regulations and with the conditions of your license.

The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel.

Within the scope of this Inspection and through an analysis of the licensee's implementation of security measures to thwart the Design Basis Threat following the FOF inspection completed on January 28, 2005, and the successful execution of the security strategy to thwart two challenging threat scenarios, the NRC determined that the Salem and Hope Creek protective strategy was effective. However, one Green Non Cited Violation (NCV) was identified. The Green NCV was for failure to effectively conduct and control FOF exercises.

Otherwise, mark your entire response, "Exempt from Public Disclosure in accordance with 10 CFR 2.390*, and follow the instructions for withholding in 10 CFR 2.390.
