50-309/87-07; the apparent Radiological Controls Program weaknesses associated with these violations; the licensee's perceptions of the cause of these violations; and planned corrective actions.

The meeting was attended by NRC and licensee management and lasted about two hours.

Purpose The Enforcement Conference was held at the request of NRC Region I to discuss the apparent violations identified during Inspection No. 50-309/87_-08.

The discussions focused on:

the identified violations and programmatic weaknesses; their significance, cause, and licensee corrective actions thereof. Also discussed were the violations identified during Inspection No. 50-309/87-07.

NRC Management stated 'that the meeting was an Enforcement Conference and was being' held to discuss radiological controls findings identified during Inspection Nos.'50-309/87-08 and 50-309/87-07.

The licensee was asked to:

provide his perception of the findings presented in the reports; provide additiona1'information; and discuss his corrective actions taken.

findings, and presented additional relevant information for two of the apparent violations identified. The licensee also discussed the apparent cause of the weaknesses in managemes* oversight identified.

Concluding Statements NRC Region I management concluded by indicating that the licensee's additional information would be reviewed. NRC Region I management also identified other areas that should be reviewed in light of the findings identified. The licensee indicated the areas would be reviewed.

NRC Region I management stated that the licensee would be informed of the need for and nature of appropriate enforcement action relative to the apparent violations identified during Inspection No. 50-309/87-08.
