k Thank you for your letter dated March 12, 1980, responding to the item of noncompliance which we brought to your attention in Inspection Report No.
l 50-306/80-03 forwarded by our letter dated February 16, 1980.
Our inspector examined Westinghouse Electric Corporation letter dated December 14, 1979, recommending that operating plants should, at their earliest convenient time, perform dye penetrant tests at those pressurizer safe-end nozzle areas not inspected during the last twelve months. This recommendation was based on problems being indentified in these areas at other operating' plants. Northern States Power Company Procedure NSP-PT-1, Revision 1, is the procedure you used to control the quality of this liquid penetrant examination. This procedure requires developer shall be applied after penetrant removal and a 5 minute maximum drying time. Our inspector observed your examiner clean, apply and remove the penetrant on one nozzle, then move over and clean, apply and remove penetrant on a second nozzle. The procedure your examiner used resulted in an approximate 30 minute drying time on the first nozzle and over a 10 minute drying time on the second nozzle prior to applying the developer. This is in violation of your procedure requirements and is the basis for our item of noncompliance.
At no time during this inspection was our inspector informed these areas were going to be refinished and a re-examination performed.
