Inspection Summary Inspection on June 17, 1982 (Report No. 50-305/82-11(DEPOS))
Areas Inspected:
(Special, Announced) follow-up inspection of the Prompt Public Notification / Warning System. The inspection involved four inspector-hours onsite by one NRC inspector accompanied by a FEMA, Region V representative.
Results: No items of noncompliance or deviations were identified.

Licensee Action on Previously Identified Items Relating to the Prompt i
Public Notification / Warning System i
(Closed) 50-305/82-03-01: On initial test, three sirens malfunctioned;
i however, one was repaired and satisfactorily retested on January 30, j
1982. The other two sirens needed repair after initial test to function
!
as designed.
The inspector confirmed through review of Siren Test Log sheets at the
Kewaunee County Safety Building that these sirens were repaired. Each log sheet was dated, signed by a responsible County official and the

detailed repair work specified. These two initially defective sirens, l
No. 3 and No. 4, were successfully retested on February 6, 1982. All the Kewaunee County controlled sirens are tested monthly including

those within that portion of the EPZ installed by the licensee.

Other Areas of the Prompt Public Notification System Reviewed
,
The inspector met with three Kewaunce County, Wisconsin, officials to
l explain Region III's concern for the continued operation and testing
!
of the Prompt Public Notification System through the licensee's rela-
!
tionship with the County government. These officials plus the l
licensee's Emergency Planning Coordinator consider the siren system j
and the decision making on when to activate the duty and responsibility l
of the County. The inspector emphasized that the NRC holds the
licensee responsible under 10 CFR Part 50. Appendix E,Section IV D3
regardless of who physically controls, maintains and activates the
!
siren system. The licensee indicated that they will commit to
quarterly siren tests, but not monthly as Civil Defense sirens J
require.

A briefing was given to the inspector on how the siren encoder would be activated and what procedures were readily available to the on duty dispatcher to activate the siren system. Maintenance of the sirens i
is presently being done by Kewaunee County personnel. Test and main-tenance records will be maintained by the County for review by the licensee and Region III. After the siren warranty expires. a year

from installation, the licensee intends to hire a private contractor for maintenance.
A FEMA, Region V, representative accompanied the inspector on all phases of the inspection to better understand the NRC's regulatory responsibilities for the prompt public notification systems of the Region III licensees.
Exit Interview The inspector met with the licensee representatives (denoted in Paragraph 1) at the conclusion of the inspection on June 17, 1982.
The inspector summarized the scope and findings of the inspection.
