ne Murray, / Chief Dhte Reactor Inspection B Inspection Summary Areas Inspected: Routine, announced inspection of the licensee's physical security program. The areas inspected within the physical security program included management effectiveness, management support, protected area barrier and assessment aids, records and reports, access control of personnel and packages, lighting, security plans and procedures, and followup on previously identified inspection finding Results:

  • Overall management of the plant security program was very goo Responsiveness to concerns was timely and effective. The 31-day continuous behavioral observation program requires additional management attention (Section 1.1).

-2- DOCUMENT CONTAINS * The protected area barrier and isolation zones were well maintained (Section 1.2)

  • Assessment aids provided effective coverage of the perimeter detection zones. The overall picture quality of the cameras and the monitors was very good (Section 1.3)
  • Instrumentation and Control technicians repaired or replaced security equipment in a timely manner. Compensatory posting was kept to a minimum because of excellent response by Instrumentation and Control technicians to repair equipment problems (Section 1.4).
  • A violation was identified concerning the continuous behavioral observation progra Security management was very knowledgeable of reporting requirements. Negative trends were identified and sound resolutions developed to prevent recurrence (Section 1.5).
  • Security lighting in the protected area and isolation zone was very good, and compensatory measures were implemented when required (Section 1.6).
  • Changes to security plans did not decrease their effectiveness and were effectively incorporated into procedures (Section 1.7).
  • Positive control was maintained over personnel and vehicles entering the i protected area. Thorough searches were performed for firearms, explosives, incendiary devices, and other unauthorized material (Section 1.8).
