Training This inspection included various-aspects of the licensee's conduct of non-licensed training and the records thereof.

A.
Fire Brigade Training The NRC inspector found the licensee's methodology for implementing fire brigade training was to conduct a drill for each of the sections of the fire brigade every quarter.
A training critique for the participants was held after each drill. Additionally, the licensee conducted annual " hands-on" fire fighting training for the l
plant staff including fire brigade members.
Interviews with four l
craftsmen, not members of the fire brigade, indicated an awareness of l
fire fighting and fire prevention techniques.
The licensee's train-ing records substantiated training in this area of the inspection.
There were no violations or deviations identified in this area of the inspection.

B.
General Employee Trainina The following training subjects required by ANSI 18.1 (1971), which is invoked by the licensee's Technical Specifications, are included in General Employee Training:
Appropriate Plans and Procedures Radiological Health and Safety Industrial Safety Plant Controlled Access Areas and Security' Procedures Use of Protective Clothing and Equipment The requirements for this training are included in the licensee's Procedure 1.5, Revision 5, (February 23, 1981), " Selection and Training of Station Personnel." Additionally, Quality Assurance (QA) indoctric-nation, required by 10 CFR Part 50, Appendix B, Criterion II is
' included in General Employee Training.
The NRC inspector found that the licensee provided initial training to all employees in Radiological Health and Safety, Industrial Safety, Controlled Access and Security Procedures, the Emergency Plan, Respiratory Protection and QA indoctrination.
The initial training in Radiological Health and Safety included specific training for female employees in prenatal radiation I
exposure.
This training was conducted in the presence of the female employee's supervisor.
Refresher training in Radiological l
Health and Safety was conducted at two year intervals in alternate years with refresher training on Respiratory Protection. QA refresher training is also conducted at two year intervals.
The NRC inspector found that the licensee ccnducted annual refresher
training in Security and the Emergency Plan.
The Training Coordinatcr kept both a tickler file and records of completed refresher training for tnese subjects.
The NRC inspector found that the licensee's implementation of
,
Industrial Fafety training was to provide all employees with a safety booklet and to hold monthly safety training.
The records of the monthly safety meeting were not handled as records of training and, although eventually produced by the licensee's representative were not necessarily slated to be retained for the life of the plant as training records are required to be by Technical Specifications.
This is an unresolved item pending the licensee's incorporation of existing records into training l

The NRC inspector found that the licensee conducted training lin
" appropriate plans and procedures," however, except for the annual training in the Emergency Plan and some training in procedures conducted by the maintenance department, the records of this training had not been incorporated into the training files to assure retention in accordance with Technical Specification requirements.
This is considered to be an unresolved item pending confirmation of licensee action to assure permanent retention of these records which are required by Technical Specif* cations to be retained for the life of the plant.

On-The-Job Training
'
The NRC inspector reviewed records and interviewed eupervisory personnel concerning On-The-Job training in the three divisions of maintenance (mechanical, electrical and I&C). The licensee procedural requirements for On-The-Job training records (licensee's Procedure 1.5) are not definitive; however, the NRC inspector found that records were being maintained by each group.
The mechanical group was the only one of the three that had periodically forwarded records to the Training Coordinator for permanent re-tention in the training records.
In the case of the electrical maintenance group, the personnel turnover rate had been essentially.
nil for several years; however, detailed On-The-Job training records were even being kept on a utilityman who had been working with the electricians.
The I&C group, which had experienced a com-paratively high turnover rate, maintained a defined training pro-gram for qualification of technicians by on-the-fob training.
Recoros for I&C technicians who had completed training including l
sote who had terminated employment with the ifcensee were main-tsined but had not been transferred to the Training Coordinator for inclusion in permanent records as required by Technical Specifications.
This is an unresolved item'pending completion-of

licensee action to assure permanent retention of training records.

The scope of On-The-Job training given within each discipline of maintenance was found to be adjusted to the apparent experience level of each craftsman.
The licensee's staffing did not include apprentice or training positions, but maintenance supervisors conducted On-The-Job training for new employees until satisfied that individual's experience and performance met the equivalent of journeyman status.
Evidence of ongoing professional training l
in each of the maintenance groups was also documented in records j
which were included in the formal training records.

The NRC inspector interviewed eight of the licensee's employees to determine that they had received the training required by

Technical Specifications and that they had received training commensurate with their respective ~ job classifications. There were no violations or deviations noted in this area of the inspection.

E.
Training Records The NRC inspector reviewed the licensee's training records. 'The training records, which'are maintained by the Training Coordinator, are subdivided into files by individuals and by subject.
Although the Training Coordinator maintained _his files as permanent, they-were not housed within a vault or a fire resistent container.
At approximately six month intervals,.all training records received within the preceeding six months period were microfilmed and stored as permanent records.
Additionally, the NRC inspector found that the Health Physics group maintained their own copies of records of training conducted as
" working records," but copies of the training conducted in this area were forwarded to the Training Coordinator for inclusion in
' permanent records.as described above.
The NRC inspector found that some training records were not being-forwarded to the Training Coordinator for inclusion in permanent records.
These instances are described in subparagraphs 2.B and C and resulted in unresolved items. There were no violations or deviations identified in this area of the inspection.

Procedures The NRC inspector reviewed the licensee's methodology for the issuance and control of procedures to assure the following:
