PILGRIM NUCLEAR POWER STATION - NRC RETAKE OPERATOR LICENSI NG EXAM I NATION REPORT O5OOO2 931201 1 302

Dear Mr. Smith:

On December 21,2011, the U.S. Nuclear Regulatory Commission (NRC) completed an examination at the Pilgrim Nuclear Power Station. The enclosed report documents the examination findings, which were discussed on January 6,2012, with Mr. A. Muse of your licensed operator training staff.

The examination included the evaluation of one applicant for an instant senior operator license.

The written retake examination (SRO-only section) was developed using NUREG-1021,

"Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1.

The license examiner determined that the applicant satisfied the requirements of Title 10 of the Code of Federal Regulations (10 CFR) Part 55, and the appropriate license was issued on January 6,2012.

No findings were identified during this examination.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system, Agencywide Documents Access and Management System (ADAMS). Licensing Retake Examination Report.

NRC examiners evaluated the competency of one applicant for an instant senior operator license at Pilgrim Nuclear Power Station. The facility licensee developed the examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9,

Supplement 1. The written retake examination (SRO-only section) was administered by the facility on December 21,2011. The license examiners determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.

Reactor Safety No findings were identified.

The chief examiner reviewed the license re'application submitted by the licensee to ensure the application reflected that the applicant satisfied relevant license eligibility requirements. The application was submitted on NRC Form 398, "Personal Qualification Statement," and NRC Form 396, "Certification of Medical Examination by Facitity Licensee."

Findinqs No findings were identified.

Operator Knowledoe and Performance Examination Scope On December 21,2011, the licensee proctored the administration of the written retake examination to the applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on December 22,2011.

In accordance with current NRC policy the release of this written examination will be delayed for two years. The examination questions may be accessed in the ADAMS system under the accession number noted in Attachment 1.

Findinqs The applicant passed the written retake examination. The licensee conducted a performance analysis for questions the applicant missed. The licensee determined those questions were valid as written and that no revisions were necessary.

Examination Development Examination Scope The facility licensee developed the examinations in accordance with NUREG-1021, Revision 9, Supplement 1. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement. The facility licensee submitted the written examination outline on October 28,2011. The chief examiner reviewed the outline against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee. The facility licensee submitted the draft examination package on November 18, 2011. The chief examiner

reviewed the draft examination package against the requirements of NUREG-1021, Revision 9, Supplement 1, and provided comments to the licensee on the examination on December 5, 2011. The licensee satisfactorily completed comment resolution on December 16.2011.

b. Findinqs The examiners determined that the written examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.
