Dear Mr. Olivier:

This letter refers to the Operational Safeguards Response Evaluation (OSRE) conducted at the Pilgrim Nuclear Power Station, Unit 1, on June 1-4,1998. The OSRE was a team inspection led by a staff member from the NRC's Office of Nuclear Reactor Regulation (NRR). The team consisted of personnel from NRR, the Office of Nuclear Material Safety and Safeguards (NMSS), the NRC Region-1 Office, and of NRC contractors. The enclosed report describes the scope and results of this inspection.

The primary purpose of this OSRE team inspection was to assess the station's ability to  ;

respond to and neutralize an external threat. The inspection also included a safety / safeguards '

interface review to ensure that safeguards measures did not adversely impact operations safety at the station. The team focused on the interactions between operations and security in establishing priorities for protection of equipment and on the protective strategies used.

Based on the results of the inspection, the protective strategy for Pilgrim Station was being effectively implemented and demonstrated excellent capabilities in protecting public health and safety relative to the NRC design basis threat, and safeguards measures did not result in any i adverse impact on operations safety. The involvement by operations personnelin planning l and exercising the contingency-response capabilities was noteworthy. }

The enclosed report does not convey any new regulatory requirement. Its findings have been considered with respect to your ability to meet the general performance objective and requirements of 10 CFR 73.55(a), and requirements of your physical security plan. The enclosure, which contains safeguards information of a type specified in 10 CFR 73.21, will nat I I be placed in the Public Document Room and must be protected against unauthorized disclosure.
