The purpose of this inspection was to determine if the licensee met the requirements of ANSI 18.1 in the areas of Chemistry and Radiation Protectio A random review of personnel folders for academic and experience requirements was performe The following list of personnel folders were reviewed:

. (4) Radiation Shift Technicians All of the individuals, whose folders were reviewed, met or exceeded the requirements for ANSI 18.1. The individuals in the random sample had completed requalification within the required time frame. The personnel whose folders were reviewed met or exceeded the requirements of ANSI 1 Two Licensee Event Reports (LER) were reviewed:

.85-004, dated July 20, 1985

.85-005, dated August 23, 1985 LERs85-004 and 85-005 were similar events, but were caused by different individuals. In each instance a technician did not' properly carry out a calibration. The root cause identified by the licensee in each LER was the lack of adequate training. The licensee provided additional training and there have not been any similar repeat occurrences thrcugh the time of the inspectio The licensee submitted a self-evaluation report to INP0 in the Technical Support and the STA areas in June 1986. A self-evaluation report to INP0 is expected to be submitted in September 1986, for the Maintenance area. The licensee is continuing to take an active role in getting accreditation from INP No violations or deviations were identified in this are . Inspector Observations The NRC inspector participated in GET classroom instruction and made the following observations:

Classroom handout material did not follow video tape presentatio . Some material presented on video tape presentation was unreadable, even by people in the front ro . Some test questions were misinterpreted because of confusing languag .

Instructor was often required to leave roon during lesson presentation to attend to other matter These observations are neither violations nor unresolved items. These items were noted for licensee consideration for program improvement and have no specific regulatory requiremen .

One item of concern was expressed to the licensee at the exit meetin The concern is with the licensee's upcoming transition from the current training manual to the new Training Program Master Plan which will be used for the INP0 accreditation. The NRC inspector believed that care should be exercised to ensure that the existing training and qualification requirements are maintained and that there would be a clean changeover to the new program without a loss of required documentatio . Exit Meeting An exit meeting was conducted at the conclusion of the inspectio The NRC inspectors summarized the scope and findings of each inspection segment at the meeting. The licensee committed to exercise care during the changeover to the new Training Program Master Plan.
