Areas Inspected:

Routine resident inspection of plant operations, radiation protection, security, maintenance, surveillance testing, organi-zation and administration, and shutdown of Unit 2 for refueling.

The inspection involved 150 inspector hours 07 site by one NRC inspector.

Results:

General Both units operated routinely at full power for most of the conth.

Unit I reduced power on November 19th to change a feedveter control valve actuator.

Unit 2 shutdown on November 26th for refueling and routine maintenanm>

The inspector attended a RIII meeting with local officials in the Red Wing city council chambers on November 16th.

Plant Operations The inspector reviewed plant operations including e'xamination of selected operating logs, special orders, temporary memos, jumper-2-

and tagout logs for the month of Novenber.

The weekly reviews did not identify any areas of concern.

After the power redJClion for feedwater valve maintenance on November 19th, the return to full power was delaved because of inability to maintain the axial flux difference (al) within the target band.

Power was limited to 597 for approximately 23 hours2.662037e-4 days <br />0.00639 hours <br />3.80291e-5 weeks <br />8.7515e-6 months <br />, to comply with Technical Specification requirement 3.10.B7, that 41 not be outside the target band for more than one hour (cumulative)

The licensee had provided additional guidance to operators concerning power reduction technique.

Security The inspector conducted periodic observations of access control, issuino badges, vehicle inspection, escorting, and communication checks.

No items of noncompliance or deviations were identified.

Maintenance The inspector reviewed several work request., (WR's) and vork request authorizations (WRA's) and verified that all required reviews and approvals had been completed.

The Inspector witnessed emergency repairs to control a leak in a valve on a boric acid recirculation line.

Radiation otection controls were appropriately implemented and enforced.

Drills The 1.spector witnessed a fire drill on November 13.

Fire brigade response was prompt and appeared effective.

"he drill was observed by the Superintendent, Operations and Maintenance who has been designated as responsible for fire brigade training.

The inspector witnessed a site evacuation drill conducted on November 22, '778.

The onsite drill included assembly and account-ing for all personnel onsite and dispatch of radiation monitoring

s inside the plant and to the several monitoring locations outside

the plant. Personnel response was good even though there was a fairly large number of personnel in the nlant, preparing for the Unit 2 refueling outage.

Surveillance Testing

SP2083, Unit 2 Response to the Safeguards Signal Test

.

The inspector reviewed changes to the test procedure and a portion of the test in progress on November 28, 1973.

The licensee is tabulating and evaluating test data.

No problems requiring immediate resolution were identified, however, some components will require retesting with a simulated SI signal input because they could not be placed in the condition neces-sary to demonstrate response at the time the integrated test was performed, b.

Local Leak Rate Tests (LLRT)

The inspector witnessed LLRT of the containment purge valves, one vacuum breaker and one bellows.

leak rate for the purge valves was excessive and was reported verbally to the insnec-tor and by telecopy to IE RIII in accordance with Technical Specificction requirements.
