MC 30703 - Exit Interview The inspector met with the licensee representatives listed in paragraph 1-at the conclusion of the inspection on August 28, 1986. The purpose and scope of the inspection were reviewed and the findings were presente i No written material was provided to the licensee by the inspector during this inspectio . 3. MC 92700 - Follow-up on Security Program Event Reports The inspector conducted in-office and on-site reviews of Secu.-ity Program Event Report Number 86-01 that had been submitted by the licensee to the NRC in accordance with 10 CFR 73.71(c). These reviews are conducted to verify that adequate compensatory measures had been taken and that corrective measures to prevent recurrence had been implemented. The licensee adequately documented the event, including the close out action . MC 81018 - Security Procedures The inspector determined through interviews with sccurity managars and through a review of the administrative methods for developing written security procedures, that each new and revised procedure is approved by the Plant Operating Review Committee (PORC) before implementatio No discrepancies were identifie . MC 81020 - Management Effectiveness During this inspection, the inspector verified that several significant initiatives and management controls had been implemented in an effort to improve the effectiveness of the security program at Peach Bottom. They are as follows:

to the annual security program audit performed by PECO Quality i Assuranc ~ MC 81042 - Testing and Maintenance The inspector conducted a selective review of maintenance procedures and records and determined that the maintenance program assures that security related equipment is maintained to meet the required performance objectives. Preventative and corrective maintenance is conducted in a timely manner. Only six work orders remained open as of August 28, 1986, with the oldest being about 30 days ol Interviews with maintenance technicians revealed that the perimeter intrusion detection system was recently upgraded to include the ,

manufacturer's 1986 recommended modifications. In response to an inquiry- ;

by the inspector, a quality assurance auditor stated that the maintenance '

Subsequent to the inspection, during a telephone discussion between Mr. S. Tharpe and Mr. Bailey on September 3,1986, Mr. Tharpe requested information concerning the minimum acceptable material that could be used to reinforce these vents. The inspector stated that the NRC's Office of Nuclear Material Safety and Safeguard (NMSS) had accepted in similar circumstances, the Irving "Gripwell" steel grating that consist of 2 inch deep standard welded steel grates of rectangular design, with openings approximately 4 inches by 1 inch. The vertical (bearing) bars are 3/16 inches thick with 1 3/4 inch center-to-center spacing. The ,

horizontal (cross) bars are 1/4 inch steel bars with 4 inch center-to-center spacin ; MC 81070 - Access Control (Personnel) '

During a review of records and interviews with PECO quality assurance auditors, the inspector learned that the licensee had conducted QA audits i on the personnel screening programs of 15 of 67 contractors who have employees that are authorized unescorted access to protected and vital areas. These audits identified no major discrepancies. Based upon recent

experience with screening programs conducted by licensees operating other  ;

nuclear power plants, the inspector expressed some concern regarding the limited sample size selected by this licensee for audit. The licensee ,

'

agreed to conduct audits of five additional contractors'. screening programs. The folluwing contractors were placed on the licensee s audit schedule:
