SALEM GENERATING STATION, UNITS 1 AND 2 - NRC EXAMINATION REPORT 05000272/2010302 and 05000311/2010302

Dear Mr. Joyce:

On September 24, 2010, the U.S. Nuclear Regulatory Commission (NRC) completed two retake examinations at the Salem Generating Station, Units 1 and 2. The enclosed report documents the examination findings, which were discussed on September 24, 2010, with Mr. G. Marshall, Operations Training Manager, of your staff.

The retake examinations on the dynamic simulator portion of the test included the evaluation of one applicant for an instant senior operator license and one applicant for an upgrade senior operator license. The dynamic simulator examinations were developed using NUREG-1021,

"Operator Licensing Examination Standards for Power Reactors," Supplement 1, Revision 9.

The license examiners determined that both applicants satisfied the requirements of 1 0 CFR Part 55, and the appropriate license numbers were issued on September 29, 2010.

No findings were identified during this examination.

ER 05000272/2010302 and 05000311/2010302; 09/24/2010; Salem Generating Station, Units 1 and 2; Initial Operator Licensing Examination Report.

Two NRC Region I examiners evaluated the competencies of one retake applicant for an instant senior operator license and one retake applicant for an upgrade senior operator license at the Salem Generating Station, Units 1 and 2, in the dynamic simulator portion of the operating examination. The facility licensee developed the dynamic simulator examinations using NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors," Supplement 1,

Revision 9. NRC examiners administered the dynamic simulator retake examinations September 24, 2010. The license examiners determined that both applicants satisfied the requirements of 10 CFR Part 55, and the licenses have been issued.

40A5 Other Activities (Initial Operator License Examination)

.1 License Applications

a. Scope

The examiners reviewed license applications submitted by the licensee to ensure the applications reflected that the retake applicants received appropriate remediation training and that their medical conditions were acceptable. The examiners also checked that the applicable waiver requests were indicated on the applications. The applications were submitted on NRC Form 398, "Personal Qualification Statement," and NRC Form 396, "Certification of Medical Examination by Facility Licensee."

b. Findings

No findings were identified.

. 2 Operator Knowledge and Performance

a. Examination Scope

The NRC examination team administered the dynamic simulator portion of the operating examination to the retake applicants on September 24, 2010. Each applicant participated in two dynamic simulator scenarios.

b. Findings

Both applicants passed their retake of the dynamic simulator portion of the operating test.

.3 Initial licensing Examination Development

a. Examination Scope

The facility licensee developed the dynamic simulator retake examinations in accordance with NUREG-1 021, "Operator Licensing Examination Standards for Power Reactors," Supplement 1, Revision 9. All licensee facility training and operations staff involved in examination preparation and validation were listed on a security agreement.

The facility licensee submitted operating examination outlines on August 9, 2010. The chief examiner reviewed the outlines against the requirements of NUREG-1021, Supplement 1, Revision 9, and provided comments to the licensee. The facility licensee submitted the draft operating examinations on August 27,2010. The chief examiner reviewed the draft examination package against the requirements of NUREG-1 021, Supplement 1, Revision 9, and provided comments to the licensee within one week of their respective submittals. The NRC conducted an onsite validation of the operating examinations and provided further comments on September 13, 2010. The licensee satisfactorily completed the comment resolutions on September 14,2010.

b. Findings

The NRC approved the examination outline and advised the licensee to proceed with the operating examination development.

.4 Simulation Facility Performance

a. Examination Scope

The examiners observed simulator performance with regard to plant fidelity during the examination validation and administration.

b. Findings

No findings were identified.

. 5 Examination Security

a. Examination Scope

The examiners reviewed examination security for examination development and during both the onsite preparation and examination administration for compliance with NUREG-1021 requirements. Plans for simulator security and applicant control were reviewed and discussed with licensee personnel.

b. Findings

No findings were identified.

40A6 Meetings, Including Exit Mr. J. Caruso presented the examination results to Mr. M. Kafantaris, Operations Training Director, of the licensee's management staff on September 29,2010. The licensee acknowledged the findings presented.

The licensee did not identify any information or materials used during the examination as proprietary.
